Should I submit my entry before I am done with it? Or should I only submit once I have completed the app?

If you are going to upload a zip of your project, then you should submit it after you are finished. However, you are not required to upload a zip of your project; instead you can enter the url for where your project is hosted (for example CodePlex). If you are hosting it somewhere else, you can easily submit it before it's completed.
